ubuntu is free to enhance the following points on their own :
- make launchpad distributed free
- the contributions to translations via Rosetta can be made freely with a libre tool
- 100% applies to the live CD distributed to every LUG in the world, giving choice with non-free live CD that includes closed-firmware that could not be freed (yet ?)
Then they could follow their good intentions
